Keith Besgrove
Chief General Manager, Regulation and Analysis, NOIE

Keith Besgrove is the Chief General Manager of the Regulation and Analysis Group in the National Office for the Information Economy (NOIE), a position which he has held for three years.

Keith is responsible for policy advice to the Australian Government on the strategic, legal and regulatory framework for the on-line economy. His policy responsibilities include domain names, spam, cyber-security; authentication and broadband. He is also responsible for NOIE's international affairs (including the OECD, APEC and bilateral relations) as well as it's extensive research and analysis program.

Keith is also a member of the Australian Government's Expert Advisory Group on E-Commerce.

Prior to joining NOIE, Keith's extensive career had been focussed in economic and industry policy development in several departments. He has designed and helped to implement several major programs which encourage the growth of Australian technology-based firms. These include programs to support industry R&D as well as programs to create technology incubators, venture capital funds and pre-seed funds for technology based start-up companies.

Keith is fifty two years old, holds a Bachelor of Arts in Political Science from the University of Sydney and has two adult children. He is also a graduate of the Wharton School's Advanced Management program, and has completed an Australian Government Research Fellowship into innovation and commercialisation programs in Israel and Singapore.
